Vigor heads our practice in public utilities, property and energy law, having extensive exposure as one of the former Commissioners of the Department of Transportation and Communication – Land Transportation Franchising and Regulatory Board (LTFRB), Head of the Philippine Delegation to the Asean Transport Summit in Malaysia, and a former member of the Board of Trustees of the Philippine Electricity Market Corporation (PEMC), which runs the Wholesale Electricity Spot Market (WESM) in the country. He has been a resource speaker on the Philippine Property Market in different venues abroad, such as; the Asia Pacific Property Seminar in Singapore, the Department of Trade and Industry (DTI) Sponsored Foreign Investors’ Conference in Hong Kong and the Foreign Investors Seminar in Australia during the visit of then Philippine President Fidel V. Ramos. He was also a professor of the De La Salle University having taught taxation and land reform. Aside from being a regular guest lecturer in the Ateneo Law School in the field of transportation law, Vigor also gives lectures in Chamber of Real Estate and Builders Association (CREBA) Chapter meetings to speak on the legalities surrounding land titling and acquisition, condominium law, rent control law and real property related topics.


He was a congressman of the republic act of the Philippines in the 4th congress representing the transportation sector and he continues to be the chairman of the biggest agroupation transport in the Philippines, 1 – united transport coalition or 1 – UTAK


Vigor is a graduate of the Ateneo de Manila University, from grade school up to law school, where he was elected as an officer of the Student Council of the Ateneo Law School and appointed as one of the editors of the Ateneo Law Journal/Bulletin.
